Chapter 1198: Proposing a cooperation

I was surprised to hear him say this since this was something that I had wanted to discuss as well. I just didn't expect him to bring this up before I could bring it up.

Only I understood why he brought the Tide Empire into this.

The Tide Empire was actually the perfect way to initiate this matter.
